Auto, Scrap and Waste Recyclers Mercury Collection program

Encourages Auto Recyclers and Scrap Recyclers to participate in removing auto mercury switches, or any other mercury containing devices prior to crushing or shredding. Collection sites around state with participation by both large and small processors.

Will run through Sep 2004.

‘01-’02 collection from 15 scrap yards yielded 4,600 mercury switches (approx. 50 lb of mercury);

‘02-’03 pickup yielded more than 30,000 switches (approx. 150 lb of mercury) with 75 yards participating.

Community Mercury Reduction Programs

Working with 18 communities around state to reduce public’s use of mercury-containing products and increase recycling. Making available information from the most important mercury-using sectors. DNR will generate guidance for communities.

Communities will continue mercury reduction activities beyond 2003. Collected about 13,000 lb of mercury to date. The work will provide a tested alternative approach for Wastewater Treatment Operations to meet recently promulgated discharge limits.

Environmental Cooperation Pilot Program

Seven agreements have been signed with 6 companies. Each agreement runs for 5 years with a 5 year extension possible.

Hot Mix Asphalt Environmental Leadership Award

Award developed to recognize hot mix asphalt facilities achieving environmental excellence. Facilities are inspected and scored by a multi-disciplinary inspection team for going beyond environmental compliance, safety, noise and odor control, environmental control measures as well as actions to maintain favorable plant appearance and community relations.

34 Wisconsin asphalt plants have earned this award.

Wisconsin Storm Water Cooperative Compliance Program

For auto parts dismantling and scrap recycling. Participants implement best management practices including proper handling of waste oils, gasoline, solvents. Open burning prohibited; must comply with other DNR regulatory requirements such as refrigerant removal; must go through annual training, annual audits; required to keep running log of facility inspections. Encouraged to participate in DNR voluntary programs such as Mercury Collection.

Between 50-60% of facilities have joined CCP. Permitted since Aug 1999, 2 sets of requirements: CCP or non-CCP. Staff assisting with random audit inspections.

Five Star Recognition Program

Cleaner Air Faster

Cleaner Air Faster is a cooperative initiative involving the private sector, local units of government and the state to achieve meaningful voluntary reductions in ozone precursor emissions. The goal is to assist Brown, Dane, Fond du Lac, Jefferson and Rock counties maintain attainment of the 8-hour ozone standard. These efforts will generally improve air quality, reduce the public's exposure to air pollutants and minimize the drift of ozone precursors into downwind counties.
