Wisconsin State Implementation Plans

Every state is required under the Federal Clean Air Act [exit DNR] to submit plans, commonly referred to as State Implementation Plans (SIPs), detailing strategies and rules which will allow the state to meet Clean Air Act requirements. This web page contains links to DNR's advisory committee discussions on Wisconsin's ozone SIP over recent years.

Proposed 2005 base year inventory SIP

A Base Year Emissions Inventory (EI) is required by the implementation rule for the 8-hour ozone standard for states with moderate ozone nonattainment areas. This is the proposed 2005 Base Year EI. The proposed EI includes emissions of ammonia, carbon monoxide, lead, nitrogen oxides, particulate matter with a diameter less than or equal to 10 micrometers, particulate matter with a diameter less than or equal to 2.5 micrometers, sulfur dioxide and volatile organic compounds. Source sectors represented in the proposed EI include point sources, nonpoint sources, nonroad mobile sources and onroad mobile sources. All emissions are in tons per summer day.

In accordance with Wisconsin Statutes, the proposed 2005 Base Year EI will be provided to the Wisconsin legislative standing committees for their review at least sixty-days prior to submittal to EPA. This legislative review period is required for all state implementation plan (SIP) revisions.
